[Rails-devel] Map for 18EU

I've written up a basic Map.xml for 18EU.  It's not complete, there are
3 or 4 map locations that require new tile images. 

I also haven't added the orientation parameters. Those will need to be
added once more of the other XML files are fleshed out.
