[Rails-devel] Bug fixing

I've committed some changes that fix the bugs related to the
UpgradesPanel buttons.

Now their behavior is more predictable and consistent. They're only
clickable during the proper subphases and the button text is now
consistent with the subphase, even after errors.

I also caught an ArrayIndexOutOfBounds exception that was being thrown
if we try to place a token where there's no station.
