Actually, the rule is that a Diesel is available for purchase as soon as a 
6 is purchased.  Separately, a Diesel may be purchased for $1100 cash or 
$800 with a trade-in of any train (which can be a 4 that is about to go 
away, or any other train including another Diesel).
