[Rails-devel] Bug in Changing Rounds

I've finally gotten some time to work on Rails again.

I've fixed a bug in ORPanel that was causing the rounds to not
transition back to a Stock Round when the Done button was clicked.

However, this is only a partial fix because now, the buttons on the
StatusWindow is not being enabled correctly to allow the Stock Round
to proceed.
