That is, in fact, the correct extension because it's just a raw backup of the CVS repository filesystem. For checking the files out of CVS, Sourceforge has a pretty decent how-to written up. Eclipse has a handy CVS plug-in. For Windows, there's WinCVS or the Cygwin utilities as well.
