[Rails-devel] More tile laying restrictions observed

I have committed code to implement tile laying restrictions caused by:

1. The quantity of available tiles,
2. Hexes blocked by unsold privates.

The config for the hex blocking has been moved
from Map.xml to CompanyManager.xml, because the latter
is parsed after the former.
