[Rails-devel] Special tile lays

I have completed (I hope) the special tile lays for 1830.

There is no checking yet that tiles have a route to a token,
so the only effect currently is, that a company that owns C&StL
may lay an extra tile on hex B20 once.

Testing this kind of feature is tedious, and I can't yet
guarantee it to be bug-free.
