[Rails-devel] Tile laying.

I have changed tile rotation such that they now rotate
around the tile center, so that adjustments are no longer needed.

Scaling is now also consistent. 
It looks rather pretty now, if I may say so.

I have also added Cancel and Done buttons to the upgrades panel.
I think tile laying is now ready to be integrated into
the Operating Round process, which I will take on next.
