To get a different view on how things work
I have implemented part of 1835, including
3 different variants for the Start Round.

This includes Minor companies that have no stock price
but that run trains, revenue splitting, start round
player sequence reversals, fixed par prices,
variant selection.

GameManager is now configured via ComponentManager and has
a separate section in Game.xml. This will become the main 
location for game-specific rule definitions.
