[Rails-devel] Stock Round improvements

I have checked in additional stock round related work:
- bug fixes
- more validity checks
- presidency changes, incl. dumping
- methods for handling double non-presidency certificates
(not yet fully implemented).

StockRound now has some additional buy/sell method signatures
to handle different certificate types.

In addition, privates can now be closed directly from the UI
in an Operating Round. In the future this will of course be
done automatically, dependent on other actions.

With these changes, most actions of an 1830 game can now be
correctly simulated, at least financially, from a UI 
(like GameTestServlet does). 

I will continue fixing more start- and stock round details,
including those required by 1835, before I will start adding
trains. That will probably happen after my vacation, which is
from 22 June - 12 July.
