[Rails-devel] New test output & float perc.

I have renewed the output examples from GameTestServlet
on http://home.hccnet.nl/erik.vos/18xx.html.

No major differences, but all game actions are now done via
methods of the Round subclasses.

I have also implemented the float percentages, including
the "special" 20% for Frisco in 1870.
The 1856 float percentage is currently fixed on 30%.
