[Rails-devel] 1856 final loan repayment

I have committed code to implement the phase 1 of the CGR formation round:
repaying all loans.
For each company having loans, first the company cash is depleted,
then the president gets a change to contribute personal cash.
The displayed message will mention whether or not the president's actions
may ultimately save each company.

So far that's all; the CGR is not yet formed, and the current OR will
continue with the same old companies.
The CGR formation will be phase 2.
