I have started work on completing 1856 by configuring part of those private
special properties that have been implemented before in other games: those
of W&SR and Canada and the Port token. The Bridge and Tunnel tokens are
conceptually new and need more work.

I have also started to unify the various half-baked approaches in
configuring the conditions under which some privates are closed when their
special properties are exercised. The new approach is based upon the
<ClosingConditions> tag already existing (but unused) in 1835. The syntax
has been changed, though.
Not all closing condition types have yet been brought under this umbrella,
there is still special code for the 1830 M&H/NYC swap and some other cases.
