[Rails-devel] Moderator status?

I am new to 18xx and I want to play more, but I really dislike the book-keeping.

I played around with Lemmi's moderator, but I found it unusable. If it
was in English it would be hard to use, but in German it's impossible.

Rails seems like a superb solution, but it seems to be designed to
play the games in hot-seat mode. I'd much rather sit around a board.

a) Can Rails already be used as a moderator?
b) If not, please can you make the amendments?
c) How can I help? Sadly, I'm not a coder.
