I don't have the time to test this currently, but a few weeks ago when I tried to play 18al from the cvs version I wasn't able to place any tiles on hexes that had their own special tiles. sorry for not checking this again myself, but as you are planning a release and I really won't be able to check this for a week more at least, I thought I'd at least mention this...
