[Rails-devel] 18EU finished

I think I have completed 18EU (barring any oversights).
The last two items were
- floating companies from phase 5 on,
- multiple upgrade cost values per hex 
  (a new generic feature, here applied to the High Mountain hexes).

Perhaps worth a new release?
