#54 Skip tile laying if no tile lay possible

* When no tile lay is legally possible, please skip the tile-lay step.
(Which would mean that after the first couple of rounds, most minors' tile-
lay step would be skipped, speeding up the game a lot.)

Reported by John David Galt regarding 18EU, but applies generically to all games
