Examining the rules for 1835 I find the following on Page 2 -
1. First Share Round
The player who chose the number 1 marker starts. In each turn a player may either buy one certificate or pass. Once a player has done one or the other his turn is over and the next player takes his turn. At the start of the first share round, only the shares in the Startpaket (sic) are available. The player may normally only buy shares from the uppermost row, however, if this row only contains one share then the leftmost share in the row immediately below is also available. For example, the first player may choose to buy the Nurnberg-Furth or the Bergisch-Markische or to pass. Should however the entire second row be sold, without the Nurnberg-Furth being sold then the next player may only buy the Nurnberg-Furth or pass, since the row immediately below is all sold.
With the current method of displaying the Start Packet, the concept of rows is not presented to the player. In fact the first four (4) certificates are all available for purchase by the first player, rather than two.
I will leave this Feature Request to cover the first sentence in the poster's last paragraph: "With the current method of displaying the Start Packet, the concept of rows is not presented to the player." I have opened a new Bug Report to cover the last sentence.
The request in fact asks for a different Start Round UI layout for this particular case. I am not planning such an upgrade, but will leave the request open in case someone else would like to jump in.
