#173 18EU red-to-red bonus incorrect

The rules for 18EU state "A route with an Off-Map Location at one end that runs through Hamburg and has other than an Off-Map Location at the other end of the route does not receive this [red-to-red] bonus." Rails 1.8.8 is crediting the bonus in this case. In addition, when the run is red-to-red with Hamburg in the middle, it is crediting a triple bonus.
