In 1856, companies are floating during the stock round. They should only check to see if they float when it is their turn in the operating round. It is very possible by the rules, for example, for a company to open with 2 shares in the initial stock round, but when it is their turn to operate for the first time, no 2-trains are left. In this case, the company does not actually open or operate.
