#159 1856: Errors with late-game dit upgrade/downgrade

These errors are both with Rails 1.5.1, which I realize is out of date, but this is a long-running PbeM game where we are only upgrading when necessary, due to the need to upgrade in sync. No 1856-specific bugfixes have been reported in any subsequent Rails version.

(1) Before the sale of the first 6T, a player was able to upgrade a double-dit to a green city.
(2) After the sale of the first D, a player was unable to downgrade a gentle dit (#58) to a gentle plain track (#8).
(The latter was from a speculative play-forward, and was fixable in correction mode.)

The error also occurs in the most recent version: I've sent a patch to the dev-list the correct the error in the data files.
