#142 [Rails 1.4, 1830] Doesn't prevent illegal token placement

With F22 without a tile (and no company in a position to place one there), The game does not prevent the NYNH from laying a 1 in F20 (perfectly fine), and then tokening F22 (which isn't). A game file that demonstrates this occurance is attached.

It is unknown if this affects other versions of Rails or other games.
