#2 Vendor Specific attribute decode

I don't know if this is a bug, I think maybe it's rather the
way radstock was written. There doesn't seem to be a
way to get radstock to decode vendor specific radius
attributes. I've had a look through the source code and
my with limited knowledge of C is seems there is no
provision to decode the vendor specific attributes even
though the sample dictionary file gives you other ideas.

I'd have a crack at adding this myself but C
programming isn't my strong point.
