1st packet during indirect mode has invalid accounting delay

As accounting delay is only added when a packet is
replayed from the spool, the 1st packet replayed will
always have the same delay until it is accepted by the
server. Each subsequent packet will be issued a
correct delay at the time of reading from the spool,
but will then stick on that time until it is accepted
by the server.
This should effect very few packets, but is still an issue.
