[Radar-support] java.lang.NoClassDefFoundError: org/apache/tomcat/core/TomcatException

I am trying to install radar under Tomcat 4.0, but there is a failure. I am
getting errors like these:

Invoker service() exception
java.lang.NoClassDefFoundError: org/apache/tomcat/core/TomcatException

Is this a problem with Radar in the latest Tomcat, or do I have just have
Tomcat setup wrong?
