#2 lane rotation with timing schedule

If you schedule a race so that each car runs in each
lane and average then sort the times, you should have
the overall fastest cars. This doesn't give you
equality of opposition as defined in Young & Pope
scheduling, but actually it does: each car is racing
against the clock instead of the other cars.
