#1 login failed!Table is clean

Hey.. I'm pretty new to MySQL and PHP, but I got the
database working fine with phpMyAdmin. I just need help
inserting users into the river_users table. I know I
hit 'Insert' when looking at the table in phpMyAdmin. I
tried adding users by just filling out the 'value'
collumn for the username and password, but I got the
error, when trying to log in, "login failed!Table is clean"

Am I adding users wrong? They appear on the table when
I add them the way I'm doing (just adding in value for
username and password), or do I need to do something
with the drop-down's under the 'Function' column? Thanks.
