#7 Practice Mode

Practice mode, toggable by typing "tfprac" or some other alias into the console. This should be voted on if >1 player in game, and of course disabled in match mode.

In practice mode:

conc drunk affect toggable (concdrunk)
invincibility toggable (tfiddqd)
no reload
infinite ammo/grens
building sentry/disp takes no time
no suicide delay

Discussion on when the aliases for conc drunk effect and invincibility are available needs to take place. We can either have the aliases always available with the message "conc drunk effect OFF when in practice mode" or stuff the clients with the aliases when server goes into these modes.
