#16 Locks spectators to spec only one team in first person view

This will be set for match mode or something like that so that when it is toggled on, spectators enter the game with a black screen and must choose which team to spectate. It will then announce the team they chose to spectate to the server, and lock them to just that team in the rotation, and ONLY first person spec mode.
