As others have said, qvwm is now a legacy project. The original
author does not respond to emails.
Last years, a group of people (me included) moved all the files
we could find to SourceForge, because we were concerned that the
qvwm website may disappear at some stage. For my part I
reconstructed the CVS repository as best as I could, put together
a web page, and created some mailing lists.

Regarding your point 2 above, I will point you to Mr. Ali Vardar, who
has done a bit of work on this:
You may find talking to him valuable.
Also, someone else has mailed me in the last few days with some
patches for qvwm. His name is Jim Huang <jimchyun@...>.
