#5 'rule' combobox in Comments window

In the review phase, the Comments window should display a “rule” combobox, from where the Reviewer can add (directly) one or more predefined rules.

In the Comments dialog there is a FavRule button, which opens a dialog with your faviourite rules - so you can select one easily here.
Furthermore you can open one or more loaded checklists and add the rules directly from the checklist. Is a combobox really useful to show all rules? In my opinion a combobox becomes unusable if you have more than 20 rules...
