When creating a review invitation for a whole directory QuickRevBoard selects only changed files. But files without former review are not selected.
Please provide a possibility to select all files (without and with former review) for review.
If a file was never reviewed a full review shall be performed. Don't take the baseline (if available) into account. At the moment the board creates a delta review invitation between baseline and latest file version.
