#4 repo version number in about.html

fix repo_version.bash so that is puts a good repo version number in about.html for the case when we build from:

1. git repo source
2. dist tarball source
3. git archive spewed source tree
4. broken non repo source tree that's missing repo_version.bash
5. a source tree with no files in it :)
