#61 Rom ICONS don't work well with Synctool...

this is actually an older problem with MAME - if MAME ROM ICONS are turned off, we get an ico that notifies us if a rom exists on disk or not, but if they are on, we see a MAME ROM ICON instead. We need both.

We also need a way to filter a list by whether the roms are avalable on disk, If we actually had a column with the exists icon notifications in it, we could sort by that column. as it is, the ROM ICONS aren't in a column, the just float to the left of game names

Lastly when Syncool syncs a file and it is actually available, we don't refresh the rom list icon, because atm the only way to do so is refresh everything in the world, which is massively expensive. need to know how to refresh JUST the icon if the file seems to be on disk
