#19 Tools sidebar popup: media options tab - what does it do?

We investigated and we can't work out the purpose of this, look unfinished
We think it should bring up a Tools tab in the Media Panel when the tool is selected - much like system info. We discussed adding the ability to link to a txt file for desription of a tool. Needs to be reworked/finished/coded
