#3 complains about excel format

When running following command, results in "Not a Valid Excel File " message in log file. I am attaching the excel file for your reference. I would really appreciate your help on this regard

C:\QuickLoad1.3beta>EXCEL2DB.CMD config.properties ADDRESS.xls
