FWIW, I looked at the logger.properties file OP provided.

The file, itself, looked accurate. I find in times like this that, 
sometimes, Log4J is not looking at the file I think it's looking at. I 
would add '-Dlog4j.debug' to the application and check the first few 
lines at startup to verify the config file used is the one expected.
