Toli,

Does the '=>' symbol in the dictionary mean repeating group?  If so,  
I see your point.  However, does that necessarily mean that  
NoQuoteEntries (295) is required?  (I will need to be able to make  
the case to our business partner to have them correct their code and  
I don't want to say it is required if I can not substantiate my claim)
