Tommy,

According to the spec, it looks like the Instrument block (and Symbol
inside of it) is only present in a NoQuoteEntries Group (295  	
NoQuoteEntries).

Your outgoing message doesn't seem to have a group in it (there's no tag 295).

Could that be the reason?
