Currently there is no way to change it but it wouldn't be a difficult feature to add. Feel free to add a Jira feature request at http://www.quickfixj.org/jira/secure/Dashboard.jspa and I can try to get it into the next release. Alternately, you could develop the feature and submit a patch. It would be good to be able to control both the time zone and the date format.
