Has anyone else wanted to specify session start/end times in a non-UTC
time zone? For me, if a counterparty accepts connections between certain
local times, it'd be easier to just specify those as given, without
worrying about offsets and DST. Am I missing something that makes UTC
preferable, or should I start on a patch for this?
