John, I am not a Ruby expert but you can extend Python fairly easily and create your own C++ function wrapper in Python that works as described in the docs. I suspect there is similar functionality in Ruby. As for the Windows question, it might be a good time to give Linux a shot. You may be pleasantly surprised.
