Could it be that the configuration file is missing or
incorrectly configured on that machine?  I know in
1.3.2, such things caused crashes in JNI.  I believe
they have been fixed in the repository and it should
now give you a proper exception with an error message.

I would suggest getting the latest from CVS to see if
it gives you a reason why it cannot load.
