[Quickfix-developers] Fix to "UseLocalTime=Y does not work - ID: 3023908"

As I commented on the bug (https://sourceforge.net/tracker/?func=detail&aid=3023908&group_id=37535&atid=1126912), I wanted to attach this patch, but it won't let me. This patch should properly re-enable UseLocalTime=Y for sessions. It fixes some of the damage done by commit #2160.
