My knowledge on VB6 is very limited, so maybe someone with more knowledge can chime in with more details. My understanding is that in order for VB6 to interop with C++ you need to have a DLL. Currently QuickFIX under windows is only built as a static library (though it is possible someone has produced a DLL, I'm not aware of it). So as it stands I don't think interfacing directly with the C++ library is an option for you.
