Most probably some issue with SF. Please open a trouble ticket there.

Did you try "Developer CVS Access via SSH" as I suggested? It is describe=
d here:

You can check-out the code as usual, but you cannot commit anything unles=
s Oren gives you=20
commit access.

No idea how this could work with Windows...
