#73 SequenceReset(4) messages are not sent to fromAdmin()

I want to capture this message as a hook to determine when a retransmission is over.

Logon(A), Heartbeats(0) messages go through toAdmin() but Sequence Reset does not.

Is this intentional or a bug?
