Hi, Well, my (limited) experience of implementing the telnet protocol in a proprietary package is that you either write almost all of it, or none at all. From that point of view rlogin is cheaper and easier. Perhaps you could consider looking at OpenSSH as well, as that seems to be becoming widely accepted as an rlogin replacement.
