Hello Richard, I already cross-compiled Qucs-qt4 for Windows on ubuntu and it is very simple to do with native tools: Just install all the mingw tools and compilers from the ubuntu repository, install Qt 4.8.4 using wine. When you have a source archive of qucs that has been already compiled with --enable-maintainer-mode, and properly cleaned so that adms is not needed anymore, you can compile qucs like this: QTDIR=~/.wine/drive_c/Qt/4.8.4 ./configure --host=i586-mingw32msvc --prefix=~/qucs-win/ I have uploaded the result in the sourceforge download section.
