If you are comfortable with Linux and command line, no combination is
better than vi / g++ compiler
Since you mentioned unit tests, I would say KDevelop is the best.
Although I generally work with XCode on Mac.
Other IDE's like Eclipse might be more comfortable, but they are damn slow
